For the preparation and issuance of the DPLP can apply:

• individuals and legal entities that are the rightholders of land plots built up or intended for construction, reconstruction of capital construction objects (excluding linear objects) put on the cadastral register.

• other economic entities that carry out (intend to carry out) income-generating activities in relation to built-up or intended for construction, reconstruction of capital construction facilities (except for linear facilities) land plots.

• The term for obtaining a DPLP for a residential facility is no more than 30 calendar days. • The term for obtaining a DPLP for a non-residential object is no more than 20 calendar days.

A construction permit is a document confirming the compliance of the project documentation with the requirements of the urban planning plan of the land plot or the land planning project and the land survey project (in the case of construction, reconstruction of linear objects) and gives the developer the right to carry out construction, reconstruction of capital construction facilities, except as otherwise provided for the legislation of the Russian Federation.

A permit for commissioning is a document that certifies the completion of construction, reconstruction of a capital construction facility in full in accordance with a construction permit, compliance of the constructed, reconstructed capital construction facility with the urban planning plan of the land plot or, in the case of construction, reconstruction of a linear facility, the territorial planning project and the project of land surveying, as well as project documentation.

For obtaining a building permit and a permit for commissioning can apply:

• individuals

• individual entrepreneurs

• legal entities

providing on the land plots belonging to them or on the land plots of another rightholder for the construction, reconstruction of capital construction objects located on the territory of urban districts, urban settlements, rural settlements and on the territories of two or more settlements or two or more municipalities (municipal districts, urban districts) Moscow region (with the exception of individual housing construction objects).

• The term for obtaining a building permit is 10 calendar days.

• The deadline for obtaining permission to put the facility into operation is 10 calendar days.

Art. 51, Article 55 of the Urban Planning Code of the Russian Federation, as well as special regulatory legal acts of the constituent entities that establish a strict procedure for obtaining construction permits and commissioning any capital facility regulates obtaining a permit for the construction of capital facilities and a permit for commissioning capital construction facilities in our country.
